d = number of dimes
q = number of quarters

10d + 25q = 495
q = 2d + 3

Substitute the second equation into the first.

10d + 25(2d + 3) = 495
10d + 50d + 75 = 495
60d = 420
d = 7

Burt has 7 dimes and 17 quarters.
