If the sum of their ages in four years will be 23, the sum of their ages is currently 15 (23 years minus 4 years four each)
M=max's age; P=Penelope's age=0.5M

M+P=15yrs
M+0.5M=15yrs
1.5M=15yrs
M=10yrs ANSWER 1: Max is 10 years old
P=0.5M=0.5(10)=5 ANSWER 2: Penelope is 5 years old.
