THIS COULD BE A VALID STATEMENT IF THE SAMPLE SIZE INCLUDED OTHER COMMUNITIES WHERE THE OTHER COMMUNITY'S CHILDREN WERE AT LEAST THE SAME NUMBER AND BELOW AVERAGE.
