Assume it means:
Mike's father, Luke, is 8 times as old as Mike.
L = 8m
Two years ago he was at most 10 times as old as Luke was.
L - 2 = 10(m-2)
L - 2 = 10m - 20
L = 10m - 20 + 2
L = 10m - 18
Replace L with 8m, from the first statement
8m = 10m - 18
18 = 10m - 8m
18 = 2m
m = 18/2
m = 9 yrs is Mikes present age

At least how old is Luke?
L = 8(9)
L = 72 yrs is Luke's present age

Makes absolutely no sense. Who's Luke? If Luke is the father, are you saying that "Two years ago he (Luke) was at most 10 times as old as Luke was?" I repeat: "Makes absolutely no sense!"
