Let Alice be "A" yrs old now.
Let Rose be "R" yrs old now.

Equations:
R-1 = (A-1)/4
R+2 = (1/2)(G+2)
G+1 = 21
----------------------
G = 20
Solve for "R"::
So, R+2 = (1/2)(22) = 11 yrs
R = 9 yrs (Rose's age now)

Solve for A::
9-1 = (A-1)/4
A-1 = 8*4
A = 33 yrs (Alice's age now)
