J = 2L,       (1)   ( "Jack is 2 times as old as Lacy" )

Since "7 years ago the sum of their ages was 28", then the sum of their ages now is 28 + 7 + 7 = 42 now:

J + L = 42.   (2) 

Substitute (1) into (2. You will get

2L + l = 42,

3L = 42,

L =  = 14.

Answer.  Lacy is 14 years now. Jack is 14*2 = 28 years old now.
