i would say that selection A is your answer.
if the standard deviation is greater, than the data must be more dispersed because standard deviation is a measure of dispersion.

that's what selection A is telling you.
it says "data in B is less dispersed compared to data in A".
this means "data in A is more dispersed compared to data in B".

the values of the data being greater or less has no bearing on dispersion.
dispersion measures the average distance of each element from the mean.
if that average is greater, then the data is more dispersed.
if that average is less, than the data is less dispersed.
the standard deviation is a measure of that.
