Whole numbers are integers.
Natural numbers are positive integers.
The only issue is whether zero is a natural number or not, that is not clear.
So whole numbers that are not natural numbers are either negative integers or they are negative integers plus zero.
So,

or
{0,-1,-2,-3,...}
