14% is equvalent to 0.14 so we need to see which fraction has the smallest difference to 0.14.
1%2F6=0.16666667
abs%280.14-0.1666667%29=0.02666667
1%2F8=0.125
abs%280.14-0.125%29=0.015
Since the difference between .14 and 0.125 is the smallest, 1/8 is the closest fraction.
