Grammar is a structural thing.

"delicious" is an adjective, used for modifying a noun. "deliciously" is an adverb, used for modifying an adjective or a verb. The verb in your sentence, "tastes", is a LINKING verb which equates a subject with an adjective. What does the food do? It is not "DOING", it is BEING, which is why "tastes" is a linking verb, and not the other kind(s) of verbs. The sentence is like saying, "the food IS delicious".
