you have a right to be confused since the equation, as you stated it, can't be factored by using any factoring method other than completing the square method or by use of the quadratic formula.

the equation, as you stated it, is:

h^2 - 9hs + 9s^2

if it were h^2 - 6hs + 9s^2, then it could be factored and the solution would be (x-3h) * (x-3h), or (x-3h)^2

but it's not h^2 - 6hs + 9s^2.

it's h^2 - 9hs + 9s^2.

the solution to that equation is found by either completing the square or using the quadratic formula.

without getting into the details, the solution is:

x = 9*s/2 plus or minus s*sqrt(45)/2

the solution is not rational which means you couldn't have found it by using any factoring method other than completing the square or the use of the quadratic formula.
