the procedure is as follows:
start with:
x + .08(60) = .2(60 + x)
distribute the multiplication on the right side of the equation to get:
x + .08(60) = .2(60) + .2x
subtract .2x from both sides of the equation to get:
x + .08(60) - .2x = .2(60)
subtract .08(60) from both sides of the equation to get:
x - .2x = .2(60) - .08(60)
simplify to get:
.8x = .12(60)
divide both sides of this equation by .8 to get:
x = .12(60)/.8)
simplify to get:
x = 9

that's your answer.

distributing the multiplication means you remove the parentheses using the distributive law of multiplication.
that law states that a*(b + c) is equal to a*b + a*c
that's how we got .2(60 + x) to be equal to .2*60 + .2*x.

adding to or subtracting from both sides of the equation moves the term from the left side of the equation to the right side of the equation or vice versa, whichever is desired.

an example:

you have x + 5 = 3
you want to solve for x.
you subtract 5 from both sides of the equation to get:
x + 5 - 5 = 3 - 5
when you complete this operation, the 5 on the left side of the equation cancels out and you are left with:
x = -2
since x is isolated to one side of the equation and everything else is isolated to the other side of the equation, you have solved for x in terms of whatever is on the other side of the equation.
