Let x = the width of the border
Then the overall area (picture & border) will be (2x+6) by (2x+6)
the equation for overall area - the picture area = the frame area
(2x+6)^2 - 6^2 < 45
4x^2 + 24x + 36 - 36 < 45
solve this equation to find the width of the borders
4x^2 + 24x - 45 = 0
Factors to
(2x+ 15)(2x-3) = 0
the positive solution
2x = 3
x = 3/2
x < 1.5 in would be the width of the border
