(1) and (2):
What does the symbolism for the discriminant look like:
b^2-4*a*c
Using just directional signs, for #1, (-)(-)-4(a)(+)=(+)-4(a).
Can not tell. What happens depends on the value of a.
Using signs only, for #2, (+)(+)-4(a)(-)=(+)-(-1)4(a)=(+)+4(a).
Can not tell. What happens still depends on the value of a.
Keep in mind, you would have to know more specifically about the values of a, b, and c, in case discriminant be 0. Signs alone for the values are not enough. Discriminant being 0 means that the quadratic equation has exactly one solution.
