Form: y = a(x-h)^2+k where (h,k) is the vertex

Using the vertex and the point, solve for "a":
3 = a(-1-2)^2-3
6 = a(9)
a = 2/3

Equation:
y = (2/3)(x-2)^2 -3

y = (2/3)(x^2-4x+4) - 3
---
y = (2/3)x^2 - (8/3)x - 1/3

vertex (-1,6) ; point (0,3)
