Substitute x=-2, y=3 into the equation

(-2,3) doesn't lie on the graph

The point (-2,3) is a (x,y) point. Check 2x-4y=14 to see weather x=-2 yeilds y=3:
2*-2-4y=14
-4y=18
y=-4,5
So (-2,3) is NOT a point on the line.
