Note: the vertex form of a parabola opening up or down, where(h,k) is the vertex.
f(x)= 1/3(x+5)^2 + 3 |Note 1/3>0 , parabola opens upward
Vertex is Pt(-5,3)min
Line of symmetry is x = -5
