Split this into two parts:
-1<3-2x and 3-2x<11
-1<3-2x:
Subtract 2x from both sides of the equation:
-4<-2x
Divide by -2 (you have to switch the inequality sign when dividing by a negative number)
2>x
Second part:
3-2x<11
subtract 3 from both sides:
-2x<8
Divide by -2 (don't forget to switch the sign)
x>-4
Now we see that in order to have this be a true statement the value for x has to be greater than negative 4, but less than 2, so the solution set is:
(-4,2)
