then two factors MUST be:
(x - 2/3) and (x - 9/5)
Multiply the two factors together to get your quadratic:
(x - 2/3)(x - 9/5)
FOIL
x^2 -9/5(x) -2/3(x) + 18/15
x^2 -27/15(x) -10/15(x) + 18/15
x^2 -37/15(x) + 18/15
x^2 -37/15(x) + 18/15 (this is what they're looking for)
