How far above the ground is the lowest point of the parabola formed by the fence?
Do I start of the problem by using the formula
x= -b/2a ?
If so would it be
--0.25/2(0.03125) ?

Believe it or not this equation factors out to be exactly.
y = 0.03125 (x^2-8x+128)
I believe you can start and end with the vertex formula. That is all it is asking about.
BTW You really should pay attention to your spell checker. Not doing so reflects badly on you.
I fixed most of your errors.
Attention to details is part of math.
