A PERFECT SQUARE IS ALWAYS POSITIVE.ITS MINIMUM VALUE IS 0.IT CAN BE NEVER NEGATIVE OR LESS THAN ZERO..HENCE THIS PROBLEM HAS NO SOLUTION
