here is what we are looking at:

in order to complete that square we take the value of the x term 6 and divide by 2: 6/2 =3. Now we take this value(3) and square it.

so we have created a +9, but we must remember in this problem that 9 we created has to be multiplied by -2. So in essence we created 9(-2) =-18. Now in order to keep this equation equivilent we have to subtract that value outside the parathesis.

B takes on the value of 18 when we have to move it over to the right of the equals sign

What it boils down to, is when you create and extra number in completing that square it has to be balanced by subtracting that creation back out somewhere else to keep the equation equivilent.
