let x = the width of the strip around the picture
let L = the length of the mat
let w = the width of the mat

perimeter
2L + 2w = 256
divide equation by 2
L + w = 128
w = (128-L), use this form for substitution
:
Find the values using the picture dimensions
L-2x = 50
and
w-2x = 38
replace w with (128-L)
(128-L) - 2x = 38
-L - 2x = 38 - 128
-L - 2x = -90
L + 2x = 90
Subtract from the 1st equation
L - 2x = 50
L + 2x = 90
-------------Subtraction eliminates L, find x
0 - 4x = -40
x = -40/-4
x = 10 cm is the width around the picture

Then the dimensions of the mat are (50+2x) cm by (38+2x) cm.
The perimeter of the mat (twice length plus twice width) is 256 cm:
2(50+2x)+2(38+2x)=256
