3x^2 + 7x=

3(x^2+(7/3)x = 4

3(x^2 + (7/3)x + (7/6)^2)) = 4 + 3(7/6)^2

3(x+(7/6))^2 = [144 + 147]/36

3(x+(7/6))^2 = 291/36
------
3(x+(7/6))^2 = 8.0833...
