She needs 1.5 + 2.5 = 4 cups of flour
to make one pie

The least she can make is 1 pie
with 4 cups

She can make 2 pies with 8 cups of flour
She can make 3 pies with 12 cups of flour

If she can't go over 10 cups of flour, then
the most pies she can make is 2 pies
