Cross multiply.  That is, multiply the red numbers above, then
multiply the green numbers and if they are equal, then the rates
are equivalent.  If they are not equal, the ratios are not equivalent.

When we multiply the red numbers we get  

When we multiply the green numbers we get 

These are not equal, so we know that the rates are not equivalent.
