Just cross-multiply. The numerator of the right-hand fraction times the denominator of the left hand fraction is equal to the denominator of the right-hand fraction times the numerator of the left-hand fraction. Then divide both sides by the coefficient on x.

And stop typing in all caps. It is the equivalent of shouting and is therefore both annoying and rude.
