It should mean 9 is to 3 as 49 is to some unknown number!

This is indeed a proportion.

You can set it up like this:

cross multiplication

simplify

simplify

answer

So, we now have 9:3::49:(49/3)

or 9:3::49:(16 and 1/3)

I believe the most proper answer for the missing number would be 49/3
