For this kind of question,I prefer you get how many min does it take to go 1 mi.
You can divide 28 by 8 to get the min required for you to go to 1 mi.
After that you can multiply the answer by 15 to get the min required for you to go to 15 mi.


Solution:
28/8=3.5
3.5*15=52.5

52.5 min.
