Yes, that's absolutely correct.
If it was directly proportional, it would have the form,
where is a non-zero constant.

It makes sense, and it's true - not directly proportional.
y = (x+5)/2

eg, doubling x does not cause y to double.

y = x/2 is directly proportional, btw.
