If the the circle touches the X axis at one point only, then radius of the circle will be the x coordinate of the centre.

that is , radius = 5

In the rectangular coordinate system the x axis number is written 1st.
So, in your problem the x coordinate is 5 and the y coordinate is 12.
The fact that circle touches the x (horizontal) axis only once means that the bottom of the circle is resting on it. Therefore, the center of the circle is 12 units above the x axis and the radius is 12.
