How do you mean, "difference"?
9 is a whole number;
9.0 is a decimal number, a rational number to the nearest tenths place. 9.0 may be intended to be very near to the whole number, 9, but because of a need for correct accuracy of a situation, may be reported only to the nearest tenths place.
