This is as if you cut 110 into one-hundred equal parts and find fifteen of those parts and say how much this is.

You want those two fractions to be equal. As arranged, v is fifteen percent of 110. If you multiply the left member AND the right member by 110, you have v on one side and a numeric expression which you can compute on the other side. Do the computation and you have the finished value for v.
