That seems to be a trick question.
The sum of 5 odd numbers is always odd.
In fact the sum of an odd number of odd numbers is always odd.
You would have to put one smaller cage inside a larger cage.
You could put 3 goats in each of 4 small cages, for a total of 12 caged goats.
Then one of those 4 small cages plus the remaining 26-12=14 goats would go inside a larger cage, which would have a total of 14+3=17 goats inside.
