Unfortunately, the problem is written inaccurately and requires interpretation.

I do not agree with the interpretation in the post by @lynnlo.

My interpretation is THIS

    Find 'h' from equation

        37 - 9 = h*4.

I will solve it below in this interpretation.


Then

    28 = 4h.


Divide both sides by 4 and get the 


ANSWER.  h = 28/4 = 7.

Solved.
