let x=amt of water to add
amt of acid in original solution=amt of acid in final solution
1/3(27)=1/4(27+x)
9=27/4+x/4
x/4=9-27/4
x/4=36/4-27/4
x/4=9/4
x=9
amt of water to add=9 gal
