Not clear. Costs for vender to first get products x and y are needed otherwise not enough information to know how much the vender gets when he sells them. The best that can be done so far is that if vendor "makes" 463.96, then:
28*x+35*y=463.96
x and y are the what? Price which the vendor charges for each item? The question seems to miss some information.
