5x+y=C

Swap the coefficients and change the sign of the y coefficient to get

x - 5y = C

Then plug in (7,9) to find C

x - 5y = C

7 - 5(9) = C

7 - 45 = C

-38 = C

C = -38

So the perpendicular equation is x - 5y = -38
