By figure out, do you mean solve for x?
Starting with 7x+13=0
Subtract 13 from both sides to isolate x
7x + 13 - 13 = 0 - 13
7x = -13
Divide both sides by 7
7x/7 = -13/7
x = -13/7 = -1 6/7
