Replace in the equation with the -coordinate of the given point. Replace in the equation with the -coordinate of the given point. Do the arithmetic. If the result is a true statement, then the point is on the line, otherwise not.

And your problem has nothing whatever to do with wind, precipitation, temperature or any other local current atmospheric conditions. You want to know whether the point is on the line; weather has nothing to do with it.
