First, I would like to apologize for late response.
I got the answer by just moving the decimal from the value of the exponent.
Like for example, in the problem given,0.0003246 the decimal point is 4 units from the non-zero number. That's why I got 4.
The sign is negative if you are going to move the decimal point to the right. If you are going to move the decimal point to the left, the sign of the exponent should be positive.
This only applies if you are going to convert from decimal to scientific notation.
If you are to convert from scientific notation to decimal, you'll just have to follow the sign of the exponent. if it is positive, you'll move the decimal point to the right. if negative, to the left.
