ACT doesn't really use a pass/fail system. Scores range from 0 to 36, with the average score of 18. The College Readiness Benchmark for ACT math is 22.
In order to get a perfect 36, you will need to know up to algebra II, geometry, some trigonometry, and a few discrete topics (such as counting, combinatorics). Additionally, the ACT questions go at a slightly faster pace than SAT questions (I know since I've taken both these tests myself), so time management is also important.
