Use synthetic division
6x^2+x-7/2x+3

[6x^2+x-7]/(x+3/2) = 6x-8 + 5/(x+(3/2)

Multiply both sides by (1/2) to get:

(6x^2+x-7)/(2x+3) = 3x-4 + 5/(2x+3)
