Multiply thru the lower equation by 6 to get:
-18x + 6y = 24
18x - 6y = -12
----
Add to get:
0 = 12
----
That occurred because we assumed there was an (x,y) point
that satisfied the two equations.
There is no such point.

Ans: no solution.
If you graphed those two equations you would find the lines are parallel
(no point in common).
