When one fraction = another, cross multiply.

5(2x-3) = 2(3x+2) Multiply the number by each term in the fraction.

10x-15=6x+4 Subtract 6x from both sides, add 15 to both sides.

4x = 19 Divide both sides by 4.

x = 19/4
