30% off means that 70% of the price is still there. Let's assume that the cost of something is 1. Then the 30% sale implies that the price afterwards is (.7)(1) = .7. This price is discounted by 20% (e.g. multiplied by .8), so the final price is (.8)(.7) = .56, a 44% discount.
