The answer is (D)! (A) should have a negative before it based on the question.
To get to the answer the decimal moves to the right 3 spaces .0061 --> 6.1 so this is a positive movement therefore 6.1 x 10^3.
Just as a reminder moving the decimal to the right positive left is negative.
