Did you take a placement test of any kind? Are the other students in your classes of similar age and skills allowed to take Pre-Algebra? Have you talked to your counselors about this? Sometimes you have to let them know you are ready to start algebra and have someone who believes in you fight for your cause, either a parent or teacher or both.
So, talk to someone in your school and see what they say. It's probably a placement problem, and somebody should be able to fix it for you.
