Draw a Venn diagram with two overlapping circles.
Call one circle Socks and the other Shoes.
Put a 4 in the overlap
Put a 4 in the Socks that is not in the overlap
Put a 9 in the Shoes that is not in the overlap

The circles now contain 4+4+9 = 17.
So, there are 3 who are barefooted.
