if the intent is that the total cost for the week will never be more than 20 dollars, then the equation is:
y = 5x for x = 1 to 3.
y = 20 for x >= 4.
presumably you are billed at the end of the week.
the hours are tallied up at the end of the week.
if you went for less than 3 hours, you pay by the hours that you went.
if you went for 4 hours or more, you pay 20.00.
the maximum you pay for the week is 20.00.
